Hey, my CPU usage is usually maxed at about %50, and im running absolutely nothing.

http://i3.photobucket.com/albums/y8...Im running a Intel C2D E6550 @ 2.80GHz(OC'd), 4 gigs of RAM, and an 8800GT 512mb. I know my hardware should run Vista w/out a hitch, so what do you guys think it is?
ps. im running Vista HP 64bit.

did you install any new software, did you install any hotfix. it looks impossible to me that your system is running nothing and your cpu is maxed at about 50%
try to open task manager ( i know that you already did it...) and find out what is wrong. alternatively try to determine if your vista is downloading hotfix or if you have a program trying to update itself. did you trim your vista? did you twek it? the processes you have opened are very little..did you twek it? if so try to rever your system to its factory state.

Do as frankhelp suggested and open the TaskManager and click the Processes tab.
There you will have many processes listed along with their CPU usage percentages.
See which process is taking the highest CPU reading and post the name of that process or do an internet search for that process name yourself.
