To see the cookies folders you may need to enable the "show hidden files and folders" and the "hide protected operating system files" in Folder Options.
Look for C:\Users\Owner\AppData\Local\Temp\Cookies
For index dat files look for C:\Users\Owner\AppData\Roaming\Microsoft\Windows\Cookies\Low
Any reason why you need to know? A huge amount of info to purge manually if you're looking to clean up in Vista.
