Control Panel won't open

hi,
I'm having problems accessing my control panel.Whenever i click on it, the panel appears however i just get the blue circle going round forever and no icons are displayed.I scoured the internet for an answer & what i've found points towards a problem with the SL UI notification .
when i've attempted to start it i get the following error message.
Windows could not start the SL UI Notiication on the local computer.
error 1068 the dependency service or group failed to start.
im a complete novice at this so i would love to hear from somebody who could give me an answer in how to get my comp working again.
it seems to be affecting the shutdown proceess as well.it just stays on the blue screen saying that its logging off but without any success.
replies will be most appreciated.

Make sure your Windows Vista is up to date. You may be missing some important fixes and updates that can cause problems with your computer. To see whether Windows Vista SP1 is installed on your computer, follow these steps:

Click on Start at the bottom left corner
Right click on Computer
Then choose Properties from the menu
See if Windows Vista SP1 is mentioned at the bottom of the Windows Edition section.

If you do not see Windows Vista SP1 there you can go and download it here.


Another thing you can try is to restart your Software licensing service.
Go to the Start menu search box and type run in it
A run dialog box will appear
Type services.msc and press enter or press ok
In the right side look for Software Licensing, double click on it
Click restart in the upper left corner
Make sure it is set to automatic

Now do the same thing with the SL UI Notification Service


Install updated drivers for your computer devices. Some Windows Vista users have solved this problem by updating video card drivers, motherboard drivers, and sound card drivers.

If all the fails then you can re-install windows.

hi, thanks for the responses.I already have SP1 installed.Ricky neck, i've tried the procedures that you have outlined but without any success.
whenever i try and restart the SL ui notification service , i get the error message 1068, the dependency group/ service will not start.
i will try and install/update the any new drivers and see if that works.

Have you recently disabled any service(s) using services.msc or removed programs from add/remove Windows components in Programs and Features in Control Panel ?

If this problem happened recently, can you restore to an earlier time when you did not have the problem ?

I had the same problem after installing RC. It turned out to be a conflict with my file manager (Directory Opus) which opened all windows explorer windows by default. Once I reset the preferences to allow windows explorer to open the problem was solved. Perhaps you are using a file manager that is creating a conflict as well.

hi,
thanks for all your messages. i had tried everything but without any luck so in the end, i reset the hard drive back to it's original settings and started again.
It was the only way i think and everything works fine now.
