Comment: I recently turned off some unnecessary services in services.msc and now control panel doesn't work. When I click it a blank window appears and then disappears in a couple seconds. Also when I right click on desktop and click "personalize" to change desktop background etc, it also doesn't work and nothing appears. Which services are associated with control panel and personalize so I could turn them on?

Reply: (edit)I would be inclined to restore to a date before you turned the services off. Once I thought I was wrong, now I'm not so sure!

There is no one service that control the behaviour of one feature built into Windows. Care to tell us what you are trying to do?
