Control Panel doesn't work

I recently turned off some unnecessary services in services.msc and now control panel doesn't work. When I click it a blank window appears and then disappears in a couple seconds. Also when I right click on desktop and click "personalize" to change desktop background etc, it also doesn't work and nothing appears. Which services are associated with control panel and personalize so I could turn them on?
