I just bought a new HP laptop that came with Vista Home Premium and I cannot figure how to connect to my office XP network. I am ready to throw it out the window.

Since you said XP network, I guess there is no domain. If you have already created a workgroup, you should be able to share files. Check your firewall settings and your IP configuration.

Also you should keep them on the same workgroup. Enable file and printer sharing on the Vista Laptop as well
Thanks for any input.

May need to create the same accounts on both systems to get access to a specific PC, if that is your goal once connected.
To browser other PC files or control them with RDP you need to be authenticated by them. The easier way is to make the same accounts on the PCs you need access to as your PC has on it. Not the only way.
Printer access should just be getting an IP on the same sub-net, either manually entering it in TCP/ip properties or using the DHCP server on the LAN to provide it, if that is available.
