is it possible to connect two ntl modems, by using a splitter, it will need two mac addresses, if i used a router for one of them and clone the mac on that, and use the other ntl modem with the original mac, will it work... i just need it know thats all

No it wont. Use a cable gateway router with mac clone ability.
& read your t& c for fiddling with their property. lest you get spanked. btw unless your on 21 odd meg bb adding extra devices to your line eg xbox pc's etc can cause them to 'traffic shape' as they put it, ie limit your bandwidth yikes!
