Computer Won't boot

Specs: Windows Vista
Computer keeps crashing.
I've tried two hard drives, they won't boot. The computer displays this tiny (about 33% or so the size of the screen) and then reboots.
Last known good config fails
Safe mode fails
Pretty much everything fails.
Tried booting from Windows Installation disc, It boots, loads files, then BSOD.
with the first harddrive the error was:

memory location after, but no verbal description

2nd drive, same story except with XP installed (but using vista install disc) Except the error for that install disc was 0x00000C2

Stuck. Not sure if its the video card, RAM, or HD.

Edit: Pretty sure its not the hard drive. I just tried booting with all hard drives removed, and just the installation disk. Now I'm getting a BSOD with error 0x0000007E

RAM error is a good starting point. If you have more than one
stick, try removing one or swapping them around. If you only
have one stick then see if you can get Memcheck to run - you'll
need to Google & download it.
