There were a lot of misconceptions there, including the statement that "free" and "non-paged" RAM was in percentages rather than MB which it is clearly NOT.
The person responding is in college working TOWARD a CIS degree and clearly made the erroneous assumption based on the fact that in this instance the numbers happened to be below 100.
The fact should have been stated that cached memory is available for use (recache) when needed. A low free amount, like 1MB can be normal since the operating system can make use of the cached memory.
