Open in a program that can reduce the quality or colors or size of screen. I think maybe movie maker from ms or VLC can do it.

The reason why you cannot upload the 4GB to the laptop is that the file system in the laptop is FAT32. Under FAT32, the maximum size file you can save or render is about 3.9GB. Any file larger than that will produce error message. If you had NTFS file system instead, you would not be having this problem.

"can i burn it to CD or DVD" To DVD yes CD NO.
While you can burn the file to DVD you would not be able to play it on all home DVD players, a player capable of playing DiviX is required.
To play on all home players it would need to be converted to standard DVD compliant format.
DVD Flick is a free program that can do this for you.

.avi files are very nice quality.

Use a program like Windows Movie Maker to save it in DVD quality video and it will fit the 4Gb .avi to a 4 Gb DVD.

You can also save it as .wmv file with lesser quality and much lesser size.
