Can't start up at all

I have a HP Pavillion Laptop. It has been working until suddenly I can't boot up at all. ALl it does is start up and you can hear it trying to run the cd and then immediately cuts off and starts up again.It does this in a circle over and over. Screen is black (blank). I tried putting the putting the vista cd in and I can't get to start up. I would appreciate any help.
