Can't set homepage for IE7

CPU/Ram: 1.8ghz/1GB
Model/Manufacturer: Emachine W3115

I can't seem to get my default homepage to display and instead get this when IE starts:

It seems to be some runonce and go way type of thing, but the problem is I get the following error when it attemps to load:

Error: Object doesn't support this property or method.
Line: 56
Char: 2
Code: 0
URL: http://runonce.msn.com/runonce2.aspx

Since the runonce can't load it will always pop up when IE starts. Is there any way to stop this?

Thanks alot, that fixed my problem perfactly. I had to add *msn.com to trusted sites along with the other configuration setting changes to fix it, but now it goes to the homepage instead of the broken customize page.
