can't open up links(outlook 2007)

does anyone no why when i try to click on a link in my email in outlook 2007 im getting a message popping up
"this operation has been canceled due to restrictions in effect on this computer.please contact your system administrator"
i am the system administrator and don't remember changing any effects.
