can't delete watchdog exe. file

i have this icon called watchdog, i can't open it and vista won't let me delete it, it says i need permission to delete it ( help )

What is the reason you want to delete that file ?
There are many program executables which do not have GUI (graphical user interface) so, when you click them, nothing happens. But they may have important functions.
If possible, inspect its properties to learn what company made the file and what program installed it. Right-click the file and click Properties and then Version tab.
Do an internet search for the filename to get more information.

Maybe your parents put it on the PC and you can't delete it because they don't want you to.
Be pretty strange for you have that particular program on your PC without knowing about it.
Summary: I deleted WinRAR a few months ago however I can't delete < RarExt.dll >. On my context menu all of the options for WinRAR ( archiving, emailing etc ) are still there too. Also, whilst trying ways...
Summary: I can't delete a message, or move it, or do anything with it! It just says 'An Unknown Error Has Occured'. Any ideas on how to deal with this.. I've tried everything.... thanks ...
