Can't delete folders in Vista

Specs: Windows Vista
I cannot delete two different folders. They're in
my temp folder on the root drive of the internal
drive. The names are no longer than 30 chars
each. When trying to delete, I get the msg
"Could not find this item... This is no longer
located in...."

When running from elevated cmd prompt, dir /x
does not give me the 8.3 name. Instead, it
lists the full name. It will not permit a cmd to
"rd" nor will it allow a rename. On "rd" the msg
"The system cannot find the file specified"
after a y/n prompt.

I'd like to remove these folders, but Vista
appears to like them. I've tried other delete tools, to no avail. I've also taken them over and have all necessary permissions.

You could try to delete items inside the folder, then delete the empty folder. I had same problem and this is how I handled the issue.
