can't defrag file $extend\$usnJrnl

Specs: Windows Vista 64, E8500/4GB PC6400
I noticed that there were 288MB of fragmented files with the label \$extend\UsnJrnl that could not be defragged. What is this file and is there a way to defrag it? I have used 3 different defrag programs and none have been able to do it. Anyone have a clue?

It's a Windows system file and as such can not be touched.
