cannot uninstall programmes

Specs: Windows Vista Ultimate
Acer TravelMate - When I try to uninstall programmes I get a Windows Installer message..

The system administrator has set policies to prevent this installation.

I am the sole user of the computer.
I have not consciously set any policies, have no passwords. Help please, I want to free space on my hard drive.
