Cannot install programs in Windows Vista

Specs: Windows Vista SP1 x32
Hi. This is driving me insane. Before someone asks, yes I am logged in as administrator, I'm not that clueless.

For a while I've not been able to install certain programs. Three examples are Rosetta Stone, Final Fantasy XI, and the Windows Install Cleanup. What happens is it'll let me choose languages etc but when windows installer is about to install, the bar doesn't move, and eventually everything just stops responding, and the mouse icon turns busy (circling), I can do nothing, not even ctrlaltdel, and must restart it.

How do I go about fixing this? I've lookd everywhere and can find nothing, I can install some programs, some I cant. Specs are:

Dell Inspiron 1545 Laptop
Intel Core 2 Duo CPU P7450 2.13gz x2
4.00gb RAM
32bit operating system, windows vista sp1

I also had the same problems trying to use Windows Update and when trying to uninstall programs.

I might have fixed it actually. Ran Spybot in safemode, turned off User control and Windows defender. Seems to be installing things but I'll check back later and say if it has stayed that way, maybe I just got lucky.

Dont know why but User Control seemed to freeze things, if I'm correct, even though I was able to do other things as admin fine.
