Cannot Download

I've been unable to download anything from the internet. If I drag and drop a picture to my desktop, it downloads just fine, but if I right-click on a picture and click "save-as," and name it and put it in any folder, it says it downloads, but when it finishes, the file is not there, or anywhere. Every time I download something, the download screen shows up, says my download is in progress, then says it's finished, but when I go to find it, it is not on my computer at all. I'm using Windows Vista, and cannot download from Firefox or Internet Explorer. However, as I mentioned earlier, I seem to be albe to download pictures by dragging and dropping them onto my desktop. Has there been a solution for this?
