Specs: Windows Vista Home
Cannot boot due to error message< "Host process for Windows services stopped working and was closed.

Need to get past this error. All of the searches indicate this problem occurs after the PC has booted and one can work with it.

Sounds like a Network Interface Card (NIC) issue. Did this happen right after an updatre of some kind? If so try booting into safe mode and reinstalling your NIC drivers. You may have to download them from a good computer first.

I am finding most important Windows services have been disabled (probably by a virus) and am not allowed to restart them. This includes ICS and the policy menu (which is corrupted and does not display any entries).

Also the copy/paste function is disabled.

In general this system is a mess and I don't see any way to clean it up. I intend to reinstall.

I would try running MalwareBytes on your system.
