Blue Wavy Lines Across my screen

Recently upgraded to an Ati Radeon HD 5770 and now when ever my monitor tries to display the color black there are these odd wavy blue lines all over. Also I am having odd graphical problems when ever I play games.

did you contact the video card tech support? They handle that stuff daily.

Im thinking its just not the video card that I am having problems with because the lines are showing up from startup.

Well that would pretty much indicate that it IS the video card.
