black desktop screen on Vista

Specs: Windows vista home premium
Computer was fine at shut down. Next boot up went to black screen saying chkdisk was needed. let that run..all ok until 3rd stage..said security issues, deleted a bunch of security setting files and then redid a bunch saying restored to default. Now when I login and put my password, It goes to a black desktop no icons, etc just mouse pointer. If I touch the power button it will do a shut down. I tried system repair, system restore (2 different time points). I was able to get into safe mode with desktop and managed to get data work done (but can view reports or print after work has been entered...thining that is because of safe mode). Please help...tyvm

Does pressing Ctrl + Alt + Del or Ctrl + Shift + Esc do anything on the blank desktop?
