How do I customize icons other than the selection in the shell32.dll?

I have a .gif I want to use as an icon but it keeps saying their are no icons when I choose the .gif, I also tried renaming it to .ico and .png with same results.

So now I want to put that gif into an icon .dll so I can just open that .dll and choose the it. So how do I do this exactly?

Use IrfanView to convert the gif to a ICO file.

any way to stop that or another program like this?
