Audiodg.exe causing 100% CPU usage

The audiodg.exe is a process in Vista that is causing major slowdown and choppy during streaming video or audio play.
The process hovers at 20% CPU usage and shoots up to 100% after starting video or using skype. It cant be disable because all audio is disabled with it.
I have searched everywhere for an answer on how to reduce this problem but nothing satisfactory has come up. I've updated all drivers. Can anyone advise me how to eliminate this problem.
My specs: Vista Home Basic Toshiba Satellite 135 1.6 Ghz Celeron M 2 Gigs of RAM 70 Gig Hard Drive
