Zone Alarm has a (seemingly very decent) Beta version for 32-bit versions of Vista. I've been using it for a few weeks and haven't had a problem. I also get the impression it's very near to release. Give it a go.

The problem with Windows Firewall no matter how well they code it, it will be the most commonly used software firewall available, so hackers will concentrate on going around it more than any other firewall.
For people who won't install any firewall, I'm glad Microsoft included one and with it enabled by default. However, if you want better security, I'd use something else as a software firewall.
With that said, I don't see any 3rd party firewalls that protect well without using up unnecessary system resources, so I'm running the Vista one until something good comes out. In XP, I use Kerio, and I'm impatiently waiting for a version from them compatible with Vista.
