I have a 21" wide-screen monitor connected to my computer. Its native resolution is 1680x1050. I just bought an LG BluRay drive which came bundled with PowerDVD. I picked up a copy of Training Day on BluRay, which is 1080p 16x9. When I play the movie, I still have black bars on the top and bottom of the video. Since my monitor is widescreen, shouldn't the video fill the entire screen?

Many movies have aspect ratios greater than 16x9 ( =1.78:1 ) such as 2.35:1 ( =21x9 ). This is why you still have black bars over and under.

Training Day aspect ratio is 2.35:1. So you need a monitor that is 21 to 9.

Also, your monitor is not 16 x 9. It is 16 x 10.
