After a fresh boot the first time you try to read the ‘A’ drive either via My Computer or thru an app. You get a permissions error saying you do not have rights to the folder.
Subsequent attempts to access the drive are ok. I have checked everywhere for a reference to this problem. Has anyone seen it before?

Post the Event ID #.

Open Event Viewer and see what it has to say the next time you do a cold reboot.

That should lead us to a Microsoft Knowledge Base article.

Meanwhile, see if this section on "Removing the Floplock Service" is pertinent:
