WOWEXEC.EXE fails with NT4.0 -how to fix?

Cannot run setup programs that use wowexec.exe on my NT workstation 4.0.

Help---any setting or recovery files that can fix this problem

Okay, I am again having this damn CD-ROM setup file failing to launch problem that comes and goes.

I tried to install Backup Exec from the CD on my NT 4.0 WS, SP6a;
The CD light goes on and it hums; the cursor flickers, turns into the hourglass for a few seconds, but the app does not appear and suddenly: all stops;
I try to launch the CD from both WinExplorer and Run using the "setup.exe" file; the CD hums and then stops; nothing;
No other CD will now work until I fix it, which I can't figure out how to do; I fail away at different things; sometimes they work, sometimes (NOW) then don't; no method;

Further, NT will NOT shutdown when this happens;
I run Shutdown or Reboot and nothing happens for several minutes;
then I get the "Still running" Box:
1st its something about "Battery" is still running;
select End Task and I get "WOWEXEC" is still running (THIS is connected to the problem, I am certain: DAMN WOWEXEC file)
select End Task and goes back to normal desktop;
If I try to open anything, I get message saying can't open it because NT is shutting down; but it isn't;
So I select Shutdown or Reboot AGAIN and the hourglass appears, the screen dims, and: NOTHING happens; let it set for hours sometimes: NOTHING;
soooooooooooo, shut it off!!!!!!!! Yuck;
When I turn it on, of course, NT has to then run the scandisk because of an IMPROPER shutdown; No S_ _ _, Dick Tracy!
NT does come up again but the CD Drive won't launch the appl; nor will any other CD launch thereafter;

Now, let me halt your quick responses:
1. No problem in BIOS: A; CD-ROM; C;
2. CD-ROM Drive and CD works: switched to Win98SE; insert CD; comes up auto; installed BackupExec; no problem;
3. CD-ROM Drive and CD works in NT: insert CD; go to WinExplor; select CD Drive; view files; launch any text file; ALL text files off the CD will open, no problem (but not any setup files)

Checking Processes I find:

ntvdm.exe
setup.exe
winsetup.exe
wowexec.exe

In the past I have tried to End Process for wowexec.exe but don't recall it fixing the problem;

What I have done is copy the wowexec.exe from somewhere else, maybe NT Server, don't recall, thinking the file was corrupted;
then copy it to the WinNT System directory after renaming the Old wowexec.exe file then rebooting; didn't work this time;

I have searched MS TechNet in the past for wowexec.exe and don't recall finding a fix;
Obviously, this has not happened recently so I have forgotten what steps I did to fix it; it was mostly failing randomly; It happens 2-3/year, maybe;

This thing is driving me nuts because I can't use my CD Drive and I can't find a logical reason for what is going on and a solution.

I had a similar problem with a 16-bit setup-program. I solved it by creating a shortcut to the setup.exe file and enabled the flag "Run in separate memory space".

Well I have very little hair and now I have less.

I've spent the day struggling with the wowexec problem.

I operate on a Gateway laptop, dual boot NT 4.0 (sp 6) and Win 2000.

With the laptop I usually run with an external mouse and keyboard. When I ran without the mouse and keyboard I got the wowexec problem when trying to use setup.exe.

When I reconnected the external mouse and keyboard the problem went away.

A glitch???
