WOWEXEC.EXE fails to run.

On a NT4 Workstation, we can no longer run any 16-bit windows apps althougth 16-bit DOS apps do run. When you try and run a 16-bit windows app or WOWEXEC itself, the hour glass appears for 5-10 seconds and then disappears. We have not done anything major to the system to cause this problem. i.e. no software installations. We have installed service pack 4 to try and solve the problem but it has not resolved it. Any help would be appreiciated.

i began getting errors after trying to configure a com port for a pci pnp modem. the early hybrid pci/isa bus configurations don't seem to handle pnp h/w conflicts too well. i am going to do a little registry hacking tonight to see if i can locate the source - maybe i can help somebody else in the process (i need the good karma...)
