Won't Detect 2nd NIC

I am running an old 486 machine with windows server 4.0 SP1. Windows automatically recognized my first Network card during setup. But didn't recognize my second card. So I downloaded the driver off the web site and tried installing it that way and it still didn't recognize it. I tried using the appropriate driver from the list avaible. It didn't recognize the card.
Before I installed server 4.0 I had windows 95(First edition) and it recognized both cards no problem.
Both cards are plug&play compatible. and windows has drivers for both but the second one won't work.
(To make sure it worked I hooked it up in my other computer and it worked fine.)
