WinNT4 Workstation to WinNT4 Server

Does anyone know how to make Windows NT4 Workstation think it's a Windows NT4 Server... (so it will run Login scripts on Win9x Clients, and also run the domain?) I know this can be done.. but I can't remember how to do it! Any ideas on how to do this??
