One of our NT machines has a NT startup password on it - i.e. not a power-on password. Would anyone know how one could get around it so that I can have the NT booting up.

What on earth is a NT startup password?? Never heard that one before. If it isn't a BIOS Power on Password, the only other one that NT uses is the regular NT logon, is that what you mean? Ctrl,alt, del.

I suspect someone enabled SysKey on your system and your system is prompting you for the key. I use a system generated key on the systems I run it on, however you also have the option to store it on a floppy or type it in! If syskey is enabled and you don't know the password, you're looking at a os reinstall!
FYI - syskey encrypts the password portion of the Registry/SAM. It thwarts programs such as lopht from hacking passwords.
