Shut the system down by doing a CTRL ALT DEL and then select SHUT DOWN. You will be give three choices:

Shutdown
Shutdown and Restart
Shutdown and Power Off

You probably have Shutdown and Power Off select. Change the selection to something else.

Once you change your selection, you can use Start, Shutdown and it will shut down using the method you selected with the CTRL, ALT. DELETE.

I'm not sure just which selection will tell you that it is safe to turn off but you can try it both ways and see.
