Windows NT Server 4.0 Setup Failure

Specs: Windows 7 Enterprise & Windows NT Server 4.0, AMD Athlon II X2 250 3GHz / Host: 4 GB RAM, VM: 256MB RAM
I am trying to set up a VM with Windows NT Server 4.0 in MS VPC 2007 SP1. All is well when the floppy disks are copying files to the disk, but when it asks for the CD it gives me the following message:

Windows NT Server Setup
Setup was unable to install Windows NT Boot Loader.
Ensure that your C: drive is formatted and that the drive is not damaged.
Setup cannot continue. Press ENTER to exit.

Please help!

How is your virtual hard disk configured? Make sure that it is not emulating a SATA attached drive as NT4 won't have any drivers for that. Make it IDE or SCSI.

It is an IDE virtual hard disk. It continues to not install the boot loader.
