Windows NT 4.0 shutdown problem

How can I determine which processor is not shutting down after attempting a Windows NT (with service packet 6a reset?

The result of this problem is that Windows NT
seems to hang although I'm able to move the mouse but a ctrl+alt+delete does not work.

My computer will not shut down. It is using windows NT 4.0. When I try and shut it down it re-boots. Is there a patch for this?
