Several browsers will work just fine on NT 3.51. I like The Off By One Browser for a no-frills, super-lightweight browser, even on specs lighter than what you have posted. As for browsers with more features, all 32-bit versions of Netscape Communicator 4.x work. Additionally some 32-bit versions of Opera, 16-bit versions of Opera, 16-bit versions of IE, and very old 32-bit versions of IE work. If you had more RAM, you could even get fairly modern versions of Mozilla Firefox working!

In any event, make sure you have SP5 installed if you don't already. With it (and sometimes a few tweaks / updated dlls), NT 3.51 runs a surprising number of modern applications. My main pet peeve with NT 3.51 is finding hardware that it likes, but when you're successful with that, it runs very well.

Use Opera. It's the most up to date browser out there that'll run on 3.51. Either that or IE 5.0.

I wouldn't go with Firefox. What a slow pig.
