Win NT 4.0 won't start

CPU/Ram: Pentium/128Mb

My Notebook wont start Win NT 4.0 and the message is :
STOP:c000269 {Illegal System DLL Relocation}
The system DLL kernel32.dll was relocated in memory. The application will not run properly.
The relocation occured because teh DLL c:\WINNT\system32\USER32.dll ocupied an address range reserved for Windows NT system DLL's. The vendor supplying the DLL %s %s

I already try to use the Last Known Good Configuration, but it's not run yet.
Is virus caused this matter ?
Is it possible to run Setup again and repair the damage ?

Better u can boot thru Winnt 4.0 Cd and reapair the boot sectors,registry ,software
