Using NT4 server and we need to put on a wallpaper which will appaer on each of the students pc's when they log in.

have tried various ways any can't get it right any help?

Same wallpaper for each of them?

They do it at most universities now...including the one I go to. They have it set to web content enabled and have basically a "webpage" coming up as the desktop on all PC's, but they have it loaded locally on each machine.

They have access to changing the settings restricted and all that fun stuff...

What you are referring to is a 'local policy' that is being used by the Domain controller.
This policy can govern many things such as desktop layouts, login scripts, permissions, etc.
This can be a bit involved, but for what you are asking, it should not be too rough. Look at this web site for details-
