Users Can't Change Passwords

We have an NT 4.0 server and the user accounts DO NOT have "User Cannot Change Password" checked, however when they try to change their password, they get an error that they do not have sufficient rights. Is there a file or folder which the Domain Users needs to have write access to in order to change their passwords?

what service pack are the workstations running there is a known problem with service pack 3 that user get that problem when the password expires.
