users can not logon locally

I have this problem. Users and Guests can not logon to my NT locally. The administrator groub can. Sure I set the right policy to allow logon locally but with no use. Sometimes I get error like could not find your profile. Any help please

To log onto NT locally you need an account on the workstation. This is different from logging onto a domain from a workstation.In this case you are getting authenticated by a domain controller.

The 'Log on Locally' right has to be granted by using Usermanager for Domains. It is not something you would normally WANT to assign to normal users. Since you are asking about setting this up to grant users access to your PDC, I assume you are doing this so a user can update an application or something similar. You could assign the user to Server operators or account operators depending on what they need to accomplish. When you grant the 'Log on Locally' right to a user in the domain, they will have that right on all Domain controllers..not a good idea.
