User unable to connect to ISP via ISDN Connection

I have set up two standalone PCs running Windows NT 4.0 SP5 each using one channel of an ISDN2e connection. On both PCs, when logged on as the Administrator, I can connect to the ISP with no problem. However when I log on as a user, I get an "Unable to Connect" message when logging on the the ISP. I have checked all of the settings and can find no differences. Any suggestions where I should be looking, or what I am doing wrong?

hi,

May be you need to setup domain and make the users members of the domain.
