I want to set up my new network with Windows NT Workstations and Windows NT 4. How can I configure the system with user profiles, so every user can login on a different pc.

You need to set up roaming profiles.
Create the users on a PDC. In Windows Explorer, share the Profiles directory under Winnt with Full Control for Everyone Group.
Create folders for each of the users created under Profiles.

Go to the Workstation and log on as each user and create the desktop environment. When all are done log on as Administrator. Go to Control Panel, System, User Profiles tab. Select the user, click on Copy To and browse the network for the path or type it in manually - the syntax is \\servername\profiles\username.
When all are copied, go to User Manager for Domains and enter the path for each users profile.

Now they can log on to any computer and get their own desktop settings. When they change anything on their desktop it will follow them to wherever they log on.

If you don't want them to be able to change their desktop settings, you can make them mandatory by going into Windows Explorer on the PDC and renaming the NTuser.dat files to NTuser.Man for each user you want to have mandatory. Rename their folder as well to include .man after their name. Go to User Manager for Domains on the PDC and update the path to their profile to include the .man.
