unable to run setup programs

OS: NT Server 4.0
CPU/Ram: P4 1.1/256
Comment:

I am unable to run a setup program. I can browse to the setup file and regardless of whether it is on the hard drive or CDROM, I get an error message stating "D:\software\setup.exe cannot be found. Windows needs D:\software\setup.exe."

Does anyone have any ideas?

I am logging in as administrator. Also, it turns out that the problem is with any .exe file.
