unable to Change default homepage

Hi On a pc running windows NT, I do not have authority to change the default web page as a user, call it 'userA'. When i log on as administrator i can change administrators default home page, but how do i change 'userA' 's default home page, i see internet stuff under the profile (c:\winnt\profiles\)but not really a home page setting. Where is it? Or do i need to change the authority of userA to give them authority to change their home page? where is this setting.

For me ordinary users can change default page by themselves by clicking on the "Internet Settings" tab on the "Settings" menu in Internet Explorer. (NT 4.0) These users only has RWED (Read, Write, Execute, Delete) rights.

hi no error, it is 'grayed out' so input is not allowed.
I try to change the home page with the usual method... internet options but the home page does not allow entry.
