unable to browse network..not running

Have 12 pc's that all just started having this problem. Running NT SP4 with hotfixes and Network Associates virus software, exceed 6.2, outsideview 32,Disk Keeper, IE4.0 SP2, Dell gxa's,dell gx1's, and gxi's When users logon with roaming profile ..they are unable to browse the network. It says it is not running or not present. We are able to still see previously mapped drives inside my computer..but no description. and also able to map new drives thru dos. Also when this is going on the security tab for local drives is gone!!! This all goes away if you kill the explorer.exe process and start new task explorer.exe. This does not happen when logging in locally..(admin) or other local users. Tried to create new roaming profiles and still happens.

Summary: I have a couple of PCs where my users are able to view network neighborhood and the shared files and a few minutes later the network neighborhood is not accessible. All of my settings in control pane...
