TweakUI options for WinNT4.0

I have TweakUI ver 1.33 installed on a Windows NT box, 4.0 w/SP6, it is functional, however there is 1 critical part of TweakUI that is bot available, and is the main reason I installed it in the first place, that being the "Prevent Applications from Stealing Focus" component. I have the same version of TweakUI installed on both my Win2KPro box and my WinME box at home and it functions just fine with them, any ideas why is doesnt work with NT?
