Terminal Server Freezing

CPU/Ram: PIII 500 384 Megs

I have a client wirh a Dell Poweredge Server. It is running NT4 Terminal Server, serving 5 dumb terminals. My question is this, when they go to shut down any of the terminals, for ezample at night before they leave, it takes 15 minutes to shut down. While the terminal is shutting down the server hangs and nobody can use it until the terminal is shut down. Once it's shut down, operations go back to normal. When I am using the server I too know when someone is shutting down.
