Taskbar shortcuts

I reinstalled Windows NT 4.0 and Service Pack 6. I used to be able to add "toolbars" to the taskbar, but now I can't. I also used to be able to arrange my Start Menu Programs by dragging and dropping, but now I can't. I was told by an unreliable source that there are 2 different versions of NT Workstation, and that only the newer one has these features. My source also says that there is no way to get these features without completely reinstalling NT from the newer CD. Is this true? If so, how do I identify which CD may contain the newer version (my company has multiple copies of NT)?
Michael is on the right track. The stuff Craig's referring to comes from IE4's Active Desktop. IE5 no longer includes Active Desktop, but if you installed Act.Dsktp. with IE4, then install IE5 on top of IE4, IE5 leaves the Act.D. there.
