on my dual boot system (win 98 on C: & nt4.0 on D:) i can run the win 98 msconfig in C:\windows\system from nt. it says it can't open config.sys, autoexec.bat, system.ini, and win.ini ('system cannot find the path specified' and i haven't tried to find out why) but otherwise it does show programs run at startup under nt, such as navnt etc.
