Slow File Transfer on Ethernet

I use a peer-to-peer network (100Base-T)to connect my laptop (Win98) to my desktop (Win NT 4). I log into a workgroup. The file transfer from the desktop to the laptop is much faster than going the other way. For example, transferring a 1 MB file takes less than 1 sec from desktop to laptop while it takes over 2 minutes for the same file to go from the laptop to the desktop. I'm pretty certain that the cause is a much slower packet transfer rate when going from laptop to desktop. Will welcome any suggestion to either fix or troubleshoot. Thanks.
