Since when do PSX CDs destroy computers?

My friend plays his Playstation CDs on an emulator on his Windows ME computer ever since he played too much on his PSX console one day and the thing was literally smoking :) I told him not to put it on his carpet!!! Whenever he accidently leaves a PSX CD in his CD-ROM drive, the next time he starts Windows, it can't find any of his drivers or hardware and then the thing won't even boot after than, doesn't get past the startup screen, safe mode doesn't work either, so he has to use his manufacturer's boot disk and format his hard drive. We figure his computer's trying to read the Playstation CD as a boot CD or something and screwing up all his Windows settings, I don't know too much about that stuff so.... But I tried leaving the same Playstation CD in my CD-ROM on my Windows 95 computer and it started up just find. So, is it Windows ME that's causing the problem? And what the heck's going on anyway, how could a PSX CD do that???

You could go into the CMOS setup and change the boot order to floppy/HD/CD so it doesn't try to boot from the CD...
